Membership is open to any individual or organization interested in furthering the Foundation's Goals. Membership is granted by majority vote of the Board of Directors after receipt of a membership application and the appropriate dues.

Like similar organizations such as the National Park Foundation, the National Forest Foundation and the National Fish and Wildlife Foundation; the National Scenic Byway Foundation is composed of members. In addition to support from dues, the Foundation will engage in fundraising activities to carry out its projects.
The Board of Directors is responsible for overall policy and direction of the organization. The Director of the Federal Highway Administration Scenic Byway Program and the Director of America's Byways Resource Center are invited non-voting members of the Board.
